Digital sovereignty adds control over hardware, software stacks, AI models and operational processes, seeking autonomy from extraterritorial influence and monopolistic vendor lock‑in. Sovereign cloud initiatives illustrate how this plays out in infrastructure. They are architected, operated and governed so that data and metadata remain within specific legal jurisdictions, typically under local control and shielded from foreign laws such as the US CLOUD Act. Projects such as Gaia‑X explicitly aim to create interoperable European data infrastructures using open standards and legal safeguards to prevent concentration of power and exposure to extraterritorial legislation. Regulation further defines the sovereignty perimeter. The EU’s GDPR and Data Governance Act constrain how personal and certain public sector data can be processed and reused, while discouraging exclusive agreements that undermine data reuse and competition. The EU AI Act layers on risk‑based requirements for high‑risk AI systems, including risk management, data quality, documentation, logging, transparency and human oversight obligations. From this perspective, enterprise system sovereignty is less a static end‑state than a continuous ability to assert control over systems, data and operations despite evolving technology, and regulation. AI automation is already deeply embedded in enterprise operations, from AIOps platforms that monitor and remediate infrastructure to AI agents that map data flows for GDPR compliance and orchestrate complex workflows. AIOps tools ingest massive streams of logs, alerts and metrics, using machine learning to detect anomalies, predict failures and trigger automated remediation, promising “self‑healing” and autonomous IT environments.These capabilities can strengthen operational autonomy by reducing human bottlenecks in monitoring, incident response and capacity management across multi‑cloud and hybrid environments. They help enterprises react faster than manual processes would allow and maintain performance and resilience even as system complexity grows. However, they also introduce new dependencies on the vendors who supply the algorithms, data pipelines, model updates and orchestration layers that make this automation work.

In governance, AI is increasingly used to automate data discovery, classification and mapping, which are essential to compliance with GDPR and similar frameworks. AI‑driven agents can continuously discover personal data flows, update records of processing and flag high‑risk processing for data protection impact assessments. ModelOps and broader AI governance platforms centralize model catalogs, automate lifecycle management and provide audit trails that align AI systems with regulatory and organizational policies. This governance automation directly affects sovereignty by making it feasible to maintain a detailed, near‑real‑time picture of what data lives where, which models use it and under what legal basis. Without such visibility, even legally “sovereign” infrastructure can become opaque in practice, undermining the ability of controllers to exercise their rights and meet obligations. Yet the same platforms can become centralized “choke points” that vendors use to cement their position, especially if they rely on closed standards or proprietary telemetry.

Countries and companies that successfully deploy such AI to rebuild domestic industrial capacity increase their strategic autonomy, while laggards risk deeper dependency within global value chains. In this sense, AI automation can be a lever of geopolitical and enterprise‑level sovereignty when aligned with industrial and regulatory strategy, infrastructure control and open ecosystems. But in the absence of those guardrails, it can accelerate concentration of power, deepen vendor lock‑in and make systems more opaque, moving organizations further away from meaningful sovereignty even if their data technically sits in a “sovereign cloud”.

Sovereign cloud offerings in Europe promise data residency, local operation and legal insulation from extraterritorial access, and they are increasingly positioned as enablers of both regulatory compliance and digital sovereignty. Providers emphasize local data hosting, compliance‑first design and transparent governance, including clear visibility into data flows, access controls and vendor roles. These clouds typically incorporate strong access controls, encryption and auditing capabilities to ensure that only local entities manage and access sensitive data, and they provide contractual mechanisms such as exit strategies and data portability to mitigate lock‑in. As part of broader ecosystems of public institutions and local vendors, they aim to ensure that infrastructure decisions and incident responses remain under European leadership rather than foreign operators. Yet the risk of vendor lock‑in remains central. Research on SaaS vendor lock‑in notes that subscription‑based cloud models, proprietary APIs and data formats can make switching providers expensive and risky, creating long‑term dependence on a single provider. Lock‑in arises not only from data migration costs but also from embedded workflows, security models and integrations that are hard to replicate elsewhere. AI automation layers additional lock‑in mechanisms onto this picture. AIOps, security analytics, and AI‑driven business services often rely on provider‑specific telemetry, model training and proprietary orchestration interfaces. When these services are tightly coupled to a particular sovereign cloud stack, the practical ability to exit, even with contractual portability clauses, can be limited because the automation logic, trained models and operational knowledge are not easily transferable. However, market incentives often push in the opposite direction, with providers competing on differentiated AI services that, by design, are not commodity components. Without that, AI may make systems more efficient and compliant while silently reducing the realistic option to switch providers, undermining one of the key practical dimensions of sovereignty.

Open-source

Open source software is frequently cited as a catalyst for digital sovereignty because it reduces reliance on proprietary vendors, increases transparency and allows organizations to maintain and modify the software they depend on. It offers freedom from unilateral licensing changes and enables collaborative development across borders under shared governance models, which can be aligned with public sector digital sovereignty strategies. In the AI domain, open source or at least open‑weight models, frameworks and tooling can mitigate some of the sovereignty risks associated with opaque, proprietary AI services. Transparent code and, where possible, open training data or detailed documentation improve audibility and support compliance with requirements in the EU AI Act for technical documentation, logging, transparency and human oversight. ModelOps frameworks that support heterogeneous, multi‑cloud environments and open standards for model packaging and deployment can help enterprises avoid being locked into a single proprietary AI platform. Nevertheless, open source is not an automatic guarantee of sovereignty. Organisations still rely on hosting, support and integration services, which can be delivered by global hyperscalers subject to foreign jurisdictions. They also need internal skills to adapt and maintain open components.  Without such capabilities, the practical effect of open licensing may be limited.

The NIST AI Risk Management Framework underscores that effective AI risk management requires integrating governance, mapping, measurement and management across the entire AI lifecycle, and it is neutral with respect to open versus proprietary technology. What matters is whether organizations can identify risks, monitor performance, maintain documentation and intervene when needed, regardless of where the model runs. Open source facilitates these tasks but does not replace them. As enterprises automate more of their governance functions using AI, they must avoid a paradox where governance itself becomes a black box outsourced to opaque algorithms. Achieving sovereignty here means retaining the ability to challenge and override governance automation, ideally with a combination of open components, standards‑based APIs and strong regulatory alignment.

GDPR requires that organizations map processing operations, maintain records, implement privacy by design and conduct data protection impact assessments for high‑risk processing, which AI tools can help deliver at scale. The EU Data Governance Act seeks to enhance trust in data sharing by setting conditions for data intermediaries and limiting the ability of public sector bodies to grant exclusive rights over reuse of certain data, thereby preventing monopolization and supporting broader access. This aligns directly with digital sovereignty objectives, discouraging structural dependencies on a small number of global platforms.

For general‑purpose AI models with systemic risk, the AI Act adds obligations for model evaluation, adversarial testing, risk assessment, incident tracking and cybersecurity. These duties effectively force enterprises and providers to maintain visibility and control over AI behavior, which is a prerequisite for any meaningful claim to sovereignty over AI‑mediated processes. Crucially, regulation makes it explicit that human organizations retain accountability for AI systems. It rejects the notion that responsibility can be fully automated away. This legal stance undercuts any simplistic narrative that enterprises could “achieve” system sovereignty merely by deploying autonomous AI agents and then stepping back. Sovereignty is framed as a set of obligations and controls that must be actively exercised, not a property that emerges automatically from advanced automation.

Can AI “achieve” enterprise system sovereignty?

When advocates suggest that enterprise system sovereignty can be “achieved” with AI automation, they typically point to three promises:

  3. AI‑enabled strategic autonomy.

Each contains truth, yet each also hides assumptions that limit AI’s ability to deliver sovereignty on its own.

Autonomous IT operations, as promoted by AIOps and related approaches, aim to create self‑healing systems that diagnose and remediate issues without human intervention, across on‑premises, cloud and hybrid infrastructure. This can reduce operational dependence on specific human teams and enable more consistent enforcement of policies around performance and compliance. However, autonomy at the operational level does not equate to sovereignty at the enterprise level if strategic control over the platform, provider contracts, data location and legal exposure remains constrained. AI‑driven compliance tools are increasingly capable of automating mapping of personal data, monitoring for policy violations and generating reports needed for audits under regimes like GDPR and the AI Act. They can give enterprises a continuously updated view of their systems that would be infeasible manually, enhancing the practical exercise of control. Yet if these tools are themselves opaque, proprietary cloud services, enterprises may simply trade one form of opacity for another, becoming dependent on vendors to interpret and enforce the very rules that underpin their regulatory sovereignty <AI‑enabled strategic autonomy refers to the capacity of states and firms to use AI to reshape supply chains, industrial capabilities and digital ecosystems in line with their own goals, rather than passively consuming imported technologies and platforms. In all three cases, AI automation is best understood as an amplifier of existing governance choices rather than an independent route to sovereignty. If an enterprise already has a robust strategy centered on sovereign or at least jurisdiction‑aligned infrastructure, open standards, multi‑vendor designs and internal governance capabilities, AI can make the exercise of sovereignty more scalable and precise. If those foundations are absent, AI tends to exacerbate dependencies, because whoever controls the AI layer gains disproportionate leverage over operations and decision‑making.

The notion that sovereignty can be “achieved” by AI automation therefore misreads both sovereignty and AI. Sovereignty is relational and institutional. It depends on legal authority, bargaining power and the availability of credible alternatives. AI is a socio‑technical system that encodes certain assumptions, data and optimization objectives into automated behavior, which must be constrained and overseen to align with organizational and societal values. Automation may help enforce rules but does not decide what those rules should be, nor does it eliminate the structural asymmetries between enterprises and hyperscale providers…

A more defensible position is that carefully designed AI automation is necessary but not sufficient for enterprise system sovereignty in a globally networked, highly regulated environment. AI‑driven observability, governance and operations are increasingly indispensable for maintaining control over complex systems that span multiple jurisdictions and providers. Without them, human teams cannot maintain the level of situational awareness and responsiveness required by regulations like GDPR and the AI Act and by the strategic ambitions of digital sovereignty agendas. However, AI must be subordinated to and shaped by a sovereignty strategy that covers at least five dimensions.

  • First, infrastructure and jurisdiction. The use of sovereign or jurisdiction‑aligned clouds that ensure local control over data and shield against undesired extraterritorial access.
  • Second, openness and interoperability. Adoption of open source components and open standards  to reduce lock‑in and support exit options.
  • Third, regulatory alignment. Deep integration of GDPR, Data Governance Act and AI Act requirements into system design and AI governance workflows.
  • Fourth, vendor power management. Contractual and architectural measures to limit dependence on any single AI or cloud provider, in line with concerns about vendor lock‑in in SaaS and cloud services.
  • Fifth, internal capability. Building internal expertise to audit and, where necessary, replace AI components and providers.

Within this framework, AI automation plays two complementary roles. It provides operational intelligence and control loops that allow enterprises to implement their sovereignty strategy dynamically, and it enables new forms of cooperation (such as federated data spaces and cross‑border AI collaborations) without surrendering control over data and models. But it does so as a tool embedded in institutional structures, not as an autonomous route to sovereignty. Thus, the notion that enterprise system sovereignty can be “achieved” with AI automation is misleading if understood as a purely technological claim. AI automation can make sovereignty operational in complex environments when combined with sovereign infrastructure, open ecosystems, robust regulation and human governance. Left to itself, however, it is more likely to consolidate control in the hands of AI and cloud platform providers, undermining precisely the autonomy that digital sovereignty agendas are trying to secure…
